Especially given they do appear to be a real crew, and solid option (rather than a gimmick) in M3E. It's likely Effissaries will be the most, once Explorers come into the own, as I can see them getting a pair, but not a C7. But given they can't form a crew, I'm not sure if that's anything more than a technically correct (the best kind of correct) answer to the original question.
