Push and "fence"

Hello, I need  some help and advise. How does "pushes"  and fences work? Can model be pushed through fence?  

In my club  we used play in way - that model which is higher then fence can be pushed through. But if it is same height or lower then it is stoped when reach btb with fence.

On attached photo there is example of such "fence".  It is for sure good hindrance for  gremlin size models (ht1)  but such monster as Chompy will pass and not notice it.

Sticking to the hard rules though, the fence will either have Impassible or not.   If Yes, you can't walk *through* it (only over it) and pushes don't go through impassible terrain or climb. So you stop at the wall, regardless of height.

If you instead decided to treat the fence as rough terrain (another sort of common solution for short scatter like this) then you can push through it all day with no penalty.

 

Most commonly I see a fence like that treated as Ht 1, Impassible, Blocking, Climbable, <some kind of cover>   Or Ht 1, Severe, Blocking, <some kind of cover>.   The first option interferes with pushes, but has the virtue of everything neatly loses 2 inches climbing over it, regardless of Ht stat.   The second option allows pushing through it; but paradoxically punishes larger based models more than smaller since their base will spend more time in contact with the fence.

 

Giving some kind of variable cost based on Ht is perfectly valid, but you're home ruling at that point.

There isn't going to be an official answer because there is no official answer for what terrain traits anything in particilar has. There are suggestions but you and your opponent are supposed to start every game by defining the terrain.

So there isn't going to be an answer that applies across the whole of people who play Malifaux. How various groups handle scatter terrain like ht 1 obstacles, like you fence question, tends to be one of the most variable in outcome, in my experience.

Rulebook says if it is impassable or сlimble you can not push 
through it, but if it impassable you can't even move 
through it without flight or incorporeal ability. If it сlimble you should have ability to stay on the top of this fence(which is silly). If this severe terrain you can push through it. 

So the Rulebook does not answer to this question directly.

Now we use a home rule, models can push through a fence if they are higher then a fence, but if a model move through 1Ht fence it gets penalty 1" if it is 2Ht, 2" if 1Ht and no penalty for 3Ht

Small rulebook page 46:

Quote

 

Pushes are not affected by severe terrain.

The pushed model cannot pass through impassable objects (such as other models, or walls) or climb. 

 

So it's up to how you define your terrain. My group tends to define ht1-2 fences as climbable, so no pushing over walls.

Our area treats the a fence like that treated as Ht 1, Impassible, Climbable, soft or hard cover depending on the type of fence and blocking (also  depending on the type of fence ).

All models loses 2 inches climbing over it, regardless of Ht stat of the model climbing over it.
