Using it to get rid of slow is situational. You're trading 1AP from the Specialist for 1AP on the slow model. If the slow model is important sure, go for it. Tara might give him fast at the price of 1 wound but her crew is always so stretched there is hardly ever a place for anything let alone Specialist... Investment not worth of it's cost. Far better is to bury and unbury a heavy hitter who would wreck a havoc in enemy lines than Specialist.
