It sounds to me like they are still able to lead crews so they have to get significantly updated rules. It would be to big of an effort to balance every single named model as a Henchman. I loved the idea behind him and his rules and when you work him right he is quite devistating and I find that most people I use him with tend to just steer clear of him cause they don't want to deal with him so I use him more as board control peice.
