Can a model use a 2AP attack action for Disengaging strikes?

Correct.    Disengaging strikes only happen when  you declare you going to walk out of the models engagement range.

This isn't true. It has to be in range of the attack, yes, but the range doesn't have to be equal to its engagement range. So in this case, the Ice Golem could use Smash or Icy Talon vs a model within 1" and only Icy Talon vs a model within 2" but further than 1".

 

"the enemy models that are engaged with the moving model may choose to take a free Attack Action with any one Close (:melee) Attack which the disengaging model is in range of." (pg 44 big rulebook)
