Spread Them Out, "At Least"

Normally in Malifaux we see the terms "within" or "not within." 

Do we consider "At least" to be synonymous with "not within" or like an inclusive or. Does the wording "at least 10 inches apart" allow the Markers to be EXACTLY 10 inches apart, allowing you to bluff Spread Them Out but actually do Runic Binding?

Agree with the above, "no more than 10" and "at least 10" gives precisely one point that you can satisfy both.

I mean considering the difference by 1 mm in a mini game I think you're bluffing either way...

There's no reason to conclude that "at least" means anything other than what it does in normal English:  The number or greater.

Especially when that term is used in the common meaning in various places in the rulebook:

"at least 10 inches apart" means "no less than ten inches apart", "ten inches apart or further apart", etc.

The bluff is possible, but you would probably have to use the rule of intent and tell your opponent that the markers are exactly 10 inches apart when you place them, since it would practically physically impossible to get the distance right.
