Spread Them Out, "At Least"

Question

Normally in Malifaux we see the terms "within" or "not within." 

Do we consider "At least" to be synonymous with "not within" or like an inclusive or. Does the wording "at least 10 inches apart" allow the Markers to be EXACTLY 10 inches apart, allowing you to bluff Spread Them Out but actually do Runic Binding?

I mean considering the difference by 1 mm in a mini game I think you're bluffing either way...

There's no reason to conclude that "at least" means anything other than what it does in normal English:  The number or greater.

Especially when that term is used in the common meaning in various places in the rulebook:

Quote

There is an unblocked sight line between Parker and the Brutal Effigy, so Parker has LoS. At least one sight line is blocked by the terrain, but because the Brutal Effigy is

not within the terrain’s Shadow, it does not receive Cover from Parker’s z Actions.

"at least 10 inches apart" means "no less than ten inches apart", "ten inches apart or further apart", etc.
