I know it is already glued, but what about attaching it to the base?  What is your plan, it is seriously front heavy?  

I'm looking at pinning it, or maybe even flipping the base over and sinking its feet into clear resin, to make it look like water, over a green and brown bottom of the base.  Haven't decided yet, but I suspect even 2 part epoxy is going to struggle with this one.

I was wondering if it might be worth it to deform the plastic on the base so that it conforms more to the feet--(spread some plastic weld on the plastic to soften it up, then press the feet in).

Why not use putty to fill in the foot gaps?  Creat little pads to mount the feet in, they should give you plenty of contact.  If you do them right, they should pretty much disappear when you base.  They should also give you some thickness to mount a pin in if you are so inclined.
