It's probably one of the biggest reasons that in terms of pure scheme running I think necropunks edge out Crooligans as necropunks can start doing their job turn 1. Just that pound for pound the Necropunk beats them out as a pure scheme runner. The Crooligan's shine if you are able to get away with giving up that edge for their other abilities, and making those useful. In my opinion anyway. If you don't use From the Shadows why did they feel they still need to penalize the models from Interacting on the first turn? It doesn't seem to balance anything.
