Leveticus and Transfigure

Leveticus' "From Ash" upgrade (crossroads pg 216) gives him the (1) Transfigure Tactical Action, which has a base stat of Ca 7  and a TN 16  , no triggers at all, and that allows him to summon an Abomination b2b with a scrap marker within 6".

I really can't understand why he has that  on his base stat if it is no use at all for TN or Triggers purpose.
Can anyone explain this to me? is it an error or what?

It's future-proofing in case the designers want to add rules to Leve that would use that tome at some point.

No reason at present. There are several other models that have a suit built into an action that does nothing for them at this time.

A lot of times, there are extra suits just so that the model can have the same Ca stat for multiple actions.

Not exactly. She has an attack action that uses her Wp and the is used there.

This is the main reason. His unmaking attack, (that uses Ca) has the same Ca of 7 . There are other examples, but it's mostly to make it easier to remember stats.
