He counts as killed for purposes of Slaughter, Kill Protoge and whatever, but he's otherwise a significant model like any other, able to claim or contest objectives. My friend calls major shennanigens on Bad Juju but frankly the guy ends up costing you like a total of twelve stones a game and he can't be obeyed so I'm thinking its a fair model.
