I believe this is how it is supposed to be even though the Rules Manual kind of implies the opposite. When you are getting ready for an Encounter step 6 is Hire Crews and the last part of Hire Crews caps the starting size of your Soulstone Pool. Then step 7 is Choose Schemes which tells you to add 2 to your starting Soulstone Pool for each unchosen scheme.

Soulstone cache limits are for the start of the game, once the game has begun you can go as high as you'd like. It was clarified by a RM (Sketch iirc) that the copy in the "bag of soulstones" feature was an over-clarification, not an indication that ss pools last throughout the game.

it can, in game, but not when you are making your crew, you can take a max of 8, but if you find/create one in the game, well, you have 9, easy no?

You are correct.

I often have 12-14 soulstones by turn 2 or 3 in a game, thanks to generating more once the game has started. Gotta love Colette (and Soulstone Miner)
