I can't see anything in rapid fire that would allow him to take a:rangedwhile engaged. So no, he couldn't if he was still engaged. It's also why quick shot specifies that you can do it while engaged.

The bullet point in Engaged:

Quote

Engaged models cannot take :ranged Actions.

The word used in Rapid Fire:

Quote

.... it may discard a card to take that Action again.

The word used in Quick Shot:

Quote

Take:ranged Action, even if engaged.

The only thing that Rapid Fire accomplishes while Fuhatsu is engaged is throwing away a card.  There's no follow-on permission applied because the original ranged attack was generated by Quick Shot.

To go back to your original question, Lethe's Caress inflicts the damage specified after the "Declare Action" step of the Action process.  Declarations of the impossible in step one don't do anything, because it's a game, not politics.  :ph34r:
