So staggered doesn't end at the end of their activation if they're within 6 of Montresor but can it be removed with condition removal? I can't think of a condition removal that doesn't end the condition (but there might be). So, for example Rebel yell is "end all conditions on the target". For counter example, the Purification trigger: “End one Condition on the target.” The same verb and same voice used in all of the End of Activation and End Phase Condition rules: “End this Condition ...”. If an effect says the Condition cannot end, and another effect says ‘end the Condition’, “Breaking the Rules” paragraph three says it will not end.
