0 Dirial Posted April 8, 2014 Report Share Posted April 8, 2014 Just read the chapter about measuring and ranges (begins on p40). Ranges are always measured from a "top down" view. The placement is not an action and if you read the Placement Effects box on page 51 it clearly states that a placement is not movement. This is one of the precious few times where you don't really need to scry the entrails of a goat to know what's going on with this game.
