Dual Faction question

I figure this is something that people will be able to answer Thursday. Let's say I want to run Mei Feng and the Orian. I can either run Mei Feng as a 10T master in which case Orian are in faction but I couldn't run a rail golem (arcanist only minion), or I can run Mei Feng as an Arcanist in which case I could run a rail golem but the Orian become an out of faction mercenary.

Assume Mei can always hire all the new Arcanist models and Lynch can always hire all the new Neverborn ones.

most likely, the card will have a list of models they can hire outside the usual faction, wyrd usually explains new mechanics on the card and i assume dual faction is a new mechanic which could have a quick explanation

Or she will have access to a model like the Resser's new Daimyo who lets a crew containing him hire the new skeletons and Punk Zombies at no additional cost.
