Do terrain markers count as terrain?  Yes, they do.  More specifically, any Marker with a terrain trait (Hazardous, Ht, Blocking, etc.) is both terrain and a Marker.

That's what the rules mean here:

Quote

Unless otherwise noted, Markers do not count as terrain and have no vertical distance (i.e., Height or Size). Markers that count as terrain will have one or more Terrain Traits (such as a Concealing, Severe Dust Cloud Marker).

Please send arguments that the second sentence would be clearer specified as "If a Marker has one or more Terrain Traits it counts as terrain" to Aaron and Mason, it's probably their fault.  :) 

That's why Gaining Grounds 0 made the change to Search the Ruins that it did (underlining added):

Quote

4. Search the Ruins*

Reveal: At the end of the Turn, if you have two or more friendly Scheme Markers on the opponent’s Table Half, each in base contact with a different piece of non-Marker terrain that is completely on your opponent's Table Half, you may reveal this Scheme and remove two such Scheme Markers to gain 1 VP.

End: At the end of the game, if you have three or more friendly Scheme Markers on the opponent’s Table Half, each in base contact with a different piece of non-Marker terrain that is completely on your opponents Table Half, you may reveal this Scheme and remove three such Scheme Markers to gain 1 VP.

compared to the rulebook version:

Quote

4. Search the Ruins

Reveal: At the end of the Turn, if you have two or more friendly Scheme Markers on the opponent’s table half, each in base contact with a different piece of terrain, you may reveal this Scheme and remove two such Scheme Markers to gain 1 VP.

End: At the end of the game, if you have three or more different friendly Scheme Markers on the opponent’s table half, each in base contact with a different piece of terrain, you may remove three such Scheme Markers to gain 1 VP.
