According to the rules, the verb specified in the action means it is creating new friendly markers of the same type as the originals.

On the other hand, don’t get too attached to the effect until after the first errata.  It could plausibly be an accident of the development process.

Edit:  Some interesting points from the open beta:

  • January 16:  "When a model places a Marker, it is friendly to the Crew controlling the model that placed it."  Corresponding version of the upgrade says "Push the target 6" in any direction, then place any Markers removed by this Action within p3 of the target."  Disclaimer: It was technically ambiguous whether it was placing new markers or placing old markers.
  • March 1:  Invention of the verb Drop, to avoid ambiguity with 'Place meaning a new marker' and 'Place meaning move the old marker'; and the action's wording changes to "Drop".

If the action was merely moving the existing markers to the new positions, it should have used the word 'Place' instead of 'Drop'.
