The distance fallen is halved, rounded down.  That means that any fall distance a fraction of an inch below 2" results in

  • (2-fraction)/2 =
  • 1-fraction (rounding down)
  • 0

I don't personally mind that, since M2E's falling rules said that there was no falling damage for falls 2" or less.

Models are allowed to perform movements that remove their base from the supporting terrain.  Often, that involves walking directly off the top of climbable terrain without climbing down.  But that also makes perfectly valid "move away from surface" when climbing up or down and you don't feel like continuing.

There's even the nice example of Rasputina standing on top of the crate and deciding to perform a move horizontally into open air.  That's not a "jump", that's just a regular move.  

Also note that a model that ends its Walk still on the climbable surface falls at the end of the movement:

When resolving a Walk Action (see pg. 22), a model may move vertically along Climbable Terrain. To do so, it uses any amount of its movement distance to move vertically instead of horizontally. If a model moves in this way, it does not fall during this movement so long as it remains in base contact with the terrain. If the model’s base is not supported by terrain or the table at the end of this movement, it falls as normal.

Again, no "jump", you just decide to move horizontally into the air, or end your walk on the climbable side of the terrain and you get free vertical movement down.  :)
