Can I skip the first part of ability (don't discard Upgrade) and then use second part (attach Upgrade)? Or I must use both part of ability if I want to attach Upgrade?

Yes, you can do one but not the other or both.

If you have to do one thing in order to do the next thing, that’s pretty much “if it does so” at this point in the game.

Everything else is just the order in which decisions are made.
