Wong + Gremlin's Luck +Fzzzzap!

This became a debate among the playgroup tonight. So, I would like see what people say (especially Wyrd if they would be so kind). When Wong flips two cards for the Pulse (thanks to Gremlin's Luck), does he use one of the cards or both? These were the three arguments that came up (mainly the first two, but the third was mentioned at a point).

1. Wong uses both cards. The "as well" on Fzzzzap! indicates that you use both cards meaning Wong's Pulse can potentially deal 4 damage.

2. Wong uses a single card. A Positive Flip always is flip X number of cards and pick one. The "as well" on Fzzzzap! means that a Tome or Crow will cause 2 damage not use both cards from a Positive Flip.

3. Wong uses both cards only if he gets a Crow and a Tome. The "as well" on "Fzzzzap!" indicates that you can get a Tome as well as a Crow (writing this, I realize this would need further clarification on rather or not a Tome by itself can be used or it only does an additional 2 damage if the Crow is flipped).

The ugly truth:  That entire trigger is poorly wordes.  The words "After succeeding" in Fzzzapp should be deleted, because it creates a timing error.

The trigger is supposed to be read in casual English, as if someone was explaining it to you:

When you flip for the pulse, models that receive a :ToS-Crow: suffer 2 damage.  If you declare the trigger, models that receive a :ToS-Tome: also suffer 2 damage.  

So the trigger increases the odds that a model takes damage from the pulse.

When you flip multiple cards for a flip, the cards you don't select are discarded without effect.

What're the implications (if any), of the "FZZZZAP" trigger resolving after Step 5 (being that it is an "After Succeeding" trigger)? 

I'm thinking that this means that any cards you flip for :new-Pulse: damage on models should technically stay out on the table while any other Df triggers are resolved (as they go first, right?), then when it's time for the Attacker's trigger to resolve, you'd once again consult the cards flipped for the :new-Pulse: damage, and see whether there are any :tome lying around. 

Or do we in practice just resolve the FZZZZAP trigger damage at the same time as the regular :new-Pulse: damage, and save time? Are there any Defensive abilities that would be affected by that?
