As the rule book read it seems like I can, but they would still have an engagement range of 0. Based on the idea behind Paralyzed it seems like they shouldn't be able to. Since Obey doesn't require the obeyed model to activate or to spend AP, a Paralyzed model can be forced to take actions with Obey just fine. However, Paralyzed models have the range of all their actions reduced to 0, which means that some of their abilities may be unusable if they are Obeyed while Paralyzed.
