The way I've always interpreted this spell is that you cast the spell, which you can only do if you're not engaged with anyone in melee, and the total of the spells is resisted by everyone (friend and foe alike!) within 6" against their Df stat.

As for cover penalties, I'm fairly certain they do not apply in this case because the actual spell's effect is a pulse and not a single ranged attack. The ranged icon is there to enforce the "not engaged in melee" requirement. Everyone is resisting the pulse's effect with Df and not resisting a ranged strike.

I'd think that the gun icon would also imply that models affected by the spell can benefit from Bulletproof.

I wont say as a definite answer, but i would not think so, due to it is a pulse and not a ranged strike, and as far as i understand, it is just ranged strikes that you get bulletproof vs a Ranged Strike.

[bulletproof #: This model gains armour # vs ranged strikes.]

Since it's a spell Magic Resistance would help vs damage as well.

And bulletproof gives armor vs ranged attacks (not just ranged strikes, so ranged spells would also qualify)

And according to the Rules Manual p.18 all attacks with the gun icon are ranged attacks.
