What happens if she wants to create a tech marker that is already in play seeing as they can't be removed from play? Is that impossible, meaning she can only cast that action successfully 4 times?

She can't create one that is already in play.

If you have 4 in play you can take the action still, but the main part if the action will fizzle.  I think that any triggers declared could still happen  so its not a totally stupid thing to do. 

( OK 2 of the triggers won't work if you don't create a marker, but the ideal upgrade flip can be done...)

Yeah, all of the current Lost Technology upgrade cards are unique, so once all four are in play, that part of the action is going to be subject to the "You have attempted an impossible effect.  Skip it and continue".

Looking at the triggers on that action, it looks like the only point of declaring that action a fifth time would be if you haven't yet used the Rapid Divergence trigger.  🤔  All of the other triggers on that action do stuff that references the created marker, so they'd become impossible effects, so not much point to those.

Ah, so if people are pushing/moving those markers away from where you want them, you can't make a new one in the place you want, that's annoying. Oh well, thanks for info.
