Activation: steps or no?

Question

Sandeep Desai, Font of Magic states: "After a friendly Academic Acticates, it may discard a card to have another friendly Elemental within (aura)6 of it take a non-bonus Action [...]"

 

If he is standing next to Banasuva and Banasuva activates, when does Sandeep get to take the non-bonus action? Friend and I are playing and have a disagreement. I say after start of activation counts, thus Sandeep can do stuff right after Banasuva does anything, being activated. Friend says Sandeep must wait until Banasuva is totally done.

 

Who is right?

Its a little unclear but I've played it at the start of the activation (so banasuva would be chosen to activate, you would do sandeeps action, not banasuva would do a full activation then sandeep does something).

Looking at the rule book there's the activation timing:

ACTIVATION PHASE In this Phase, each player takes turns as the Active player, beginning with the player with Initiative. Proceed to the End Phase once every model has Activated this Turn.

A. Pass: The Active player may discard a Pass Token to skip to Step D, without Activating a model.

B. Select Model: The Active player chooses one of their models that has not yet Activated this Turn to Activate. No model may Activate more than once in a T urn. If the Active player does not ha ve any more models to Activate, skip to St ep D.

C. Activation: The chosen model Activates (it is no w the Acting model) and follows the steps below.

1. Sta rt Activation: Resolve any effects that happen at the start of a model’s Activation.

2. Tak ing Actions: Models may take up to two Actions during their Activation, save for Leaders and Masters, who can take up to three Actions. This is referred to as a model’s Action Limit. These Actions are resolved one at a time, with each Action fully resolving (including any Triggers) before the next Action begins (see Actions on pg. 22). If a model would gain or end Fast , Slow , or Stunned (pg. 29) during an Activation, the effects of the Condition come into effect immediately and are ignored as soon as the Condition has ended.

3. End Activation: Resolve any effects that happen at the end of a model’s Activation. The model is considered to have Activated this Turn.

4. Chain Activations : Some effects can cause models to Activate after another model. If a model would Activate this way, immediately go back to the start of Step C. Players may not Activate more than two models in a row this way, unless they are Activated by the same effect

Looking at that chart the only part that calls out 'activates' is Step C.  So think it would fall round there / the start of activation timing, as it doesnt call out 'end of activation' so C.3 'end of activation' doesnt seems to be it, but Im sure there's people who'll argue either way.

I would say neither are right and the timing is before banasuva is able to take any actions. 

As put out by muraki, when a model activates is step c.1, and after a model activates effects should follow straight after when a model activates.
