As far as I'm aware, there are no requirements for painting under the official rules.

HOWEVER, local tournament organisers (TOs) may have different rules. Always check with your local TOs as to their painting requirements.

First things first:

There are no painting rules in the war-game.  Any painting requirements are those established by the people running the tournament or event, and they're who you should be having this discussion with.  

On the other hand...

I want to say from personal experience--painting a Teddy model to color match a day glow Pandora box set--that it's actually pretty to color match day glow plastic.  (Dayglow green Pandora's plastic is slightly translucent, so there's some nice subtle shading that you end up needing to replicate to match the coloring...)

The teddy on the right was my first draft, the teddy on the left was the second attempt (done using "fluorescent" art store paint...).  The middle five, naturally, are the day glow plastic.  

Back during M2E, the Gaining Grounds document said stuff like this:

Painted models are required for play. Players will have a wide range of individual skill, and there is, therefore, a considerable amount of leeway to this rule. Models made from non-gray plastic may be unpainted, as paint would defeat the translucent or day-glow effect.

The "three color rule" that you might see in various places is just one of those rough guidelines that's a useful place to start, and which you pretty much end up tossing out entirely when you start doing things like trying to color match colored plastic, or doing "ghost" color schemes.  But I've never seen "three color minimum" interpreted as "three different base colors, plus shading".  That's normally interpreted as "you block painted your model using at least three different colors" so that beginner painters can play.
