Grasping Tentacles and Severe Terrain

Does Grasping Tentacles reduce the distance moved before or after it is halved for moving through severe terrain? I understand that the game has a standard order of operations for mathematics for this type, but the specific wording of Grasping Tentacles says that the reduction is applied to the distance moved, and the past tense there is throwing me a bit. If a Mv 4 model is in Severe Terrain, would it move 0" (halved down to 2" for Severe terrain, but because it "moved" 2" it would be reduced to zero), or 1"?

Grasping Tentacles says before the move so I would subtract 2" then half what's left if the model moves through severe terrain.

I agree with Touchdown. I don't think there's any other tense for 'moved' they could use there (other than the longer 'the distance the model moves').
