Fatemaster characters and triggers

Malifaux player that is going to be running Through the Breach for the first time soon. I was looking at the bestiary for various books and I realized that several Fatemaster characters (notably the sample masters and henchmen but not limited to them) have triggers on defensive actions or without an inbuilt suit on the AV. If the fatemaster characters don't actually flip cards, how can they generate suits? I'd understand if that was one of the functions of a fate point, but you can't use those to add suits.
This is confusing to me and while I understand the reasoning behind "just use their rank as flips" rule, it does seem to fly in the face of the bestiary's write-ups.
Am I missing something?

I'm sure someone who uses the default system will be in to explain, but in the meantime, I'd like to say that using opposed flips is an entirely valid alternative.  It's even an optional rule in the Fatemaster's Almanac, and it's a superior system with many advantages.

Pg. 286 of the Core Rulebook Fatemaster Characters and Triggers callout box. 

"When a Fatemaster character is involved in a duel with a Fated character, the Fatemaster character can use any suits associated with its Acting Value as well as any suits in the Fated's final duel total to declare its Triggers. "

As quoted above, the fated character gets to decide if they will suffer the trigger. They can cheat to either avoid the attack, or if they can't cheat high enough they can cheat to avoid a trigger that they don't want to happen.
