Can Firestarter's "Never Enough" Trigger Hit Himself?

Question

So, Firestarter has a trigger off of BUUUURRRN! called Never Enough, which states that "After succeeding, flip a card for each model within :pulse4 of the target.  These flips may not be cheated.  The model with the lowest card suffers 2 damage and gains the Burning +1 condition.  Models tied for lowest reflip."  Now, this trigger is mandatory if a Mask is in the flip and this is where my concerns come in.  If Firestarter is within 4" of the target he's BUUUURRRN!ing, would his player have to flip a card to see if Firestarter is the one damaged by the trigger?

From the definition of pulses:

Quote

A pulse is an instant effect that is centered on a model and radiates out in all directions from the edge of the model’s base. All elements within the pulse’s area, excluding the model it is centered on, are affected by it. A pulse has the same Ht as the model it comes from unless specified otherwise. When a pulse is part of an Attack’s description, and the Attack misses the target, the pulse is not generated unless its description states otherwise.

That means that Firestarter's attack can hit itself or some other friendly model which happens to be in the pulse, but can't hit the target.

There's a reason why Firestarter has Reckless.  ;)
