However, when the third wave models are released, or if you have his old avatar model, and get the new cards, you will be able to hire the Hodgepodge Emissary for 10SS and attach the Aetheric Conflux upgrade to it for 0 SS. That upgrade can only be attached when Leveticus is the leader, and it will allow you to hire all non-gremlins Horsemen. Additionally it will give the Hodgepodge a (1) action to summon a Horseman into base contact with it. If you wish to use the action you can only use it on the first turn of the game, and only if you hired 3 Horsemen at the start. So for pick-up casual games, if someone has the last open beta files, and your opponent says it's cool, yes, you can currently build a 4 horseman list. For tournaments and official play, no, currently you can't build a 4 horseman list, but you will be able to once the third wave is released. The reason they did it for wave 2 is because without it almost half the range that already existed wasn't playable. The book 3 beta doesn't really allow players to play, that couldn't otherwise. There have to be something for campaigns, there are like a billion campaign upgrade cards. As for the "normal" models, the old Avatar models are supposed to be stand ins for Emissaries, so it seems reasonable that at least the Emissary cards would be available.
