Not having the final rules I can give a rough guide. 

Re-inforncement tokens cancel out Pinned tokens, they also allow you add lost models to the unit at the start of a turn, to keep your units functioning

They're used at the start of the turn or when the unit benefits from an ability that says they can Reinforce (like Relics of Ancient Malifaux's Healing Magic).

You can spend one (and ONLY one) Reinforcement Token then to either flip an asset back over OR to put 2 killed models back on the unit's fireteams.  You can bring back killed fireteams in the unit this way, but only if the living ones are already on a full model count, and it comes back with however many models you still have to Reinforce.  As an example, if you have a 3-fireteam unit with one full health fireteam, one fireteam that lost one model, and one killed fireteam, in the Reinforcement step the injured fireteam can be given its model back and the killed fireteam can come back with one model on it.

Nope, it's one or the other.  If the unit is missing models it can Reinforce to bring them back, or if the unit has a damaged Asset it can Reinforce to repair it.
