Counters - Use of Held Counters

Ramos and Leveticus have teamed up.

Ramos and Levi both have 1 Scrap counter each and there is one within 6" of both of them. An opponent minion is within 6" and also has a Counter.

Can Ramos use Levi's counter for Construct Spider? can he use his own? can he use the one on the table? can he use the opponents counter?

(0) Construct Spider (CC: 16 tt/Rst: - /Rg: C) Discard 1 Scrap Counter

within 6”. Summon 1 Steampunk Arachnid.

Same questions for Levi. Can he use Ramos counter? can he use his own? can he use the one on the table? Can he use the opponents?

(1) Entropic Transformation: (CC: 14 t/ Rst: Wp /Rg: 12) This model suffers 3 Wd. Target an enemy model with 2 Wd or fewer or a Scrap/Corpse Counter. Sacrifice the target. If target was a living or Undead model, or a Corpse Counter, Summon one Hollow Waif. If the target was a Construct or Scrap Counter, Summons one Steampunk Abomination.

What rule are we looking at for this?

Does Target mean something different to discard?

Does discard mean to Sacrifice?

You cannot use a counter that is held by another model. Ramos can discard the counter that he is holding or use the counter within 6" to create the spider. Levi has to use the counter within 6" because his spell specifically states "Target counter" and you cannot target a counter that you are currently holding because it is not on the board.

Is there a ruling/link? I'm not saying I think you're wrong, just surprised so wanted to check.
