Slowed models and charging

Is there anything that lets a slowed model charge? A friend I was playing today insists that the rats in his Hamelin crew may charge despite being slow.

If you had a ability that gave you +1 specific AP that you could use for a charge, then you could use that with the 1 general AP the model had to charge. But I can't think of any ability that does that.

Fast would cancel out the Slow, giving you 2 general AP, so you could then charge..

But in general Malifaux Rats can't charge. You could spend a (0) action to Writhing mass to a rat that is already in combat, then spend your second (0)AP to use Impetuous (you get the second (0) from instinctual) and then attack with your general AP getting a on your attack and damage. Quite similar to a charge in a lot of ways but obviously not a charge.

Unless they have an ability that says they can.

For example a (1) Action Charge.

Under normal circumstances 2 Actions are needed to charge.

And yes there are things out there that can make someone charge even if they are slow, but they state it.

I see nowhere on the Rats Stat card that gives it that ability.

The only thing that im aware of that would give the rats a charge would be an obey, which lets them make a (1) action or charge.

What was he saying was letting them charge, because you may only use general AP actions to charge, not say a nimble AP and Melee Expert AP.

But I can't think of anything other than giving a rat fast or Obeying a rat to make them charge
