The only thing Black Joker prevents is "Cheating Fate", and using a soulstone to re-flip initiative is not cheating fate. Similarly, if a model with 'Use Soulstones' misses an attack due to the black joker, they may not cheat but can still use a soulstone to increase their starting total.
