Create a marker 'anywhere' within range

Question

When an action like Germinate says "create a marker 'anywhere' within range", does it mean that I can create it in base contact or under another model? In the new rules it now says 

Created Markers cannot be put into base contact with any models except for the model creating them, "unless specified otherwise by the effect" Creating the Marker.

Does 'anywhere' specify otherwise?

No, things like Exhumation on the Carrion Emissary (“into base contact with each other”) are specifying otherwise.

’Anywhere within range’ is essentially just default language, to contrast with things like “in base contact with the target”.

Edit:  For another example, look at Captain Zipp’s Drop the Pianos.  “anywhere” for impassible Markers does not include overlapping models.

I think one of the few, maybe even only, abilities that can ignore the “not in base contact of a model” portion when Creating a marker is The Damned’s Frozen Earth trigger. Frozen Earth actually specifies to Create the maker in base contact with the target. “Anywhere in range” can still adhere to the restriction as “anywhere in range [not in base contact with another model]”, whereas the explicit “in base contact” cannot.
