When an action like Germinate says "create a marker 'anywhere' within range", does it mean that I can create it in base contact or under another model? In the new rules it now says Created Markers cannot be put into base contact with any models except for the model creating them, "unless specified otherwise by the effect" Creating the Marker. Does 'anywhere' specify otherwise?
