Ignoring concealment while standing in a terrain

I need a clarify for a situation.

We have both models A and B belonging to a same Crew, each standing in a concealing terrain (green zone).

The rules for Concealment terrain state:

Quote

 

If a sight line drawn to a model passes through Concealing Terrain, that model has Concealment.

When drawing sight lines, a model in Concealing Terrain may ignore that terrain’s Concealing trait if any single sight line drawn between the two objects passes through 1" or less of that terrain. Most fog banks count as Concealing Terrain.

 

The rules for Concealment are:

When a model with Concealment is targeted by a non-y Attack Action, the Action’s duel gains a -.

The question is - since both models belong to same crew and it's up to their player whether they shall ignore the Concealing trait of the terrain they are standing in - will the attack from A to B (such as Obey) suffer the effects of Concealment or not?

It's not up to A&B's player, it's up to the models. When model decides, the player in control of the action decides (rules pdf page 26). In your example it would be the obeying player, because they're in control, to decide whether they ignore the concealing terrain they're standing in or not.

Somewhat of a nitpick in this specific case since as Adran pointed out, neither model can ignore the concealing terrain they aren't standing in.

Let's then clarify all the situations possible:

1. Models A and B are both in concealing terrain - concealment will be.

2. Model A is in concealing terrain and model B is not - concealment will be ignored since Model A can ignore it.

3. Model A is not in concealing terrain and model B is in concealing terrain - concealment will not be ignored?

Yes, on the assumption it is model A that is targeting model B.

Point 2 -Model A is able to ignore the concealing terrain it is in, so there is nothing to grant Concealment to model B.

Point 3 Model A is not allowed to ignore the concealing terrain model B is standing in, so Model B has the concealing trait when targeted by model A.

Point 1 is the same reason as point 3
