You don't even need LoS to the marker you are starting next to.

As a follow up, most of what the Foundry does with Scrap is pretty specifically worded to not need LoS (Magnetisn being the big exception). 

For example, Mei's bonus action, Freight Train, "Remove any number of Scrap Markers within 2" of target friendly model"

And the Blinded by Iron trigger, "Remove a Scrap Marker within 2" of this model"

So if your enemy thinks hes being clever by standing on a scrap marker, you can rip it from underneath him and wack him with it

As someone who fights Mei a lot, you *can* stand on the scrap marker they're trying to Ride the Rails *to* and potentially ruin the placement that way.

Cheers, thanks. Just getting into M3e and was trying to figure out if the targeting rules still applied.

Yes*, if a 30mm base model is standing perfectly on top of a 30mm base scrap marker, anyone can still place into base contact with the marker (and actually also see it for LoS based abilities).

*Technically, you can offset a bit and limit their placement options to a certain half of the marker, but that's not nearly as good as "you can't use this one, my war pig is on it".
