If this happens, they are resolved in the following order: 1. The Active player (or the player with Initiative, if there is no Active player) chooses one of their models with one or more unresolved effects and resolves those effects in whatever order they wish. Then, that player chooses another of their models with unresolved effects and resolves those effects in the same way, continuing in this manner until the player no longer has models with unresolved effects. When an effect resolves, the entire effect resolves (even if it also affects a model controlled by the non-Active player). 2. The non-Active player resolves any unresolved effects affecting their models, as described above. 3. Any remaining unresolved effects are resolved in an order determined by the Active player (or the player with Initiative, if there is no Active player). So, assuming the only "Start of Activation" Ability a Honeypot model has is Rig The Deck +X, Youko's Informants Ability always happens after the deck has been rigged, correct? Youko Hamasaki's ability reads "When an enemy model starts its Activation within 6, ..." That is a "Start of Activation" ability. Rig the Deck +X says "At the start of this model's Activation, ..." That is a "Start of Activation" ability. So, for instance, an Illuminated on Crew A activates within range of a Youko Hamasaki on crew B. Rig the Deck resolves in Simultaneous.1, Informants resolves in Simultaneous.2, and there's no choice in the matter concerning that ordering. Unless some model comes out with the ability that changes how effects are resolved, that's pretty much going to always be that order. There being more than two Start of Activation abilities about won't change the fact that Hamasaki's ability is going to be resolved before Rig the Deck. The active player's choice (and the inactive player's choice) only deals with the ordering of the abilities that resolve in their substep. It doesn't create a situation where if there are three effects, it's permissible to choose to resolve Rig the Deck before Informants. Me, looking at typo: 😱 ☠️ In any event, adding a third "Start of Activation" effect into the mess can't change the relative ordering of the "Active Player's effects" happening before "Inactive Player's effects".
