Abilities while buried and pushing on top of models

Question 1)

 

Can things like Rush of Magic, Arcane Reservoir etc. be used while buried?

Only RB quote I found is "These models do not count as "in play"
for the purposes of other rules that reference whether or
not a model is in play." so I`m assuming they do but want a confirmation

 

Question 2)

Model A is standing on a rooftop. Its getting pushed and directly below it (standing on the ground) is model B so technically model A would fall on Model B. How do you resolve that? My intepretation would be to move the models as minimum as possible but its more of a "common sense" rule that anything in the rules.

Like it says in Buried, some of the model's abilities stop working while the model is buried.  The rest continue functioning normally.

Note that there a number of models that start the game buried and have abilities which unbury themselves:  Bete Noire's Drawn to Death, Killjoy's Blood Sacrifice, etc.

To be technical about it, the model cannot be pushed into the position that it would overlap the other model's base.

Thus, there's no "least disturbance" type rule.
