The ability: Quote Witness A Miracle: If this model takes a (1) Interact Action outside of its Activation, summon a Peasant into base contact with this model. Second paragraph of the summoning rules: Quote A Crew may never exceed a model's Rare limit through summoning. If, for example, an Action would summon a Rare 1 model into a Crew when the Crew already has a copy of that model on the table, the effect that summons the model fails. So, no, it can't exceed the rare limit. Note that when a model is killed, it's removed from the game and no longer counts against the limit. So you can use Witness a Miracle when you have one surviving peasant and you want a second one. But buried models count against the rare limit.
