Emissaries & dual faction masters

I noted that the upgrade Conflux of Hunger for the Shadow Emissary in a Lynch crew was dual faction Ten Thunders / Neverborn.

However, I do not see any way of taking the Shadow Emissary in Neverborn. Did I miss something?

Is it general to dual faction masters (they can only take the emissary of their main faction when they declare for it)?

I understand it to work like this.  Declare your faction, hire the emissary for the declared faction, attached the master's upgrade to the emissary.

Yeah. Emissaries are just regular models and every faction have one. All their upgrades are restricted to "Emissary of Fate", the shared characteristic, not their names (e.g. "Shadowy Emissary"), so can go on any Emissary you can hire.

OK. I don't know why I thought the upgrade was limited to the Shadow emissary.

So it means that in NB: Mysterious Emissary + Conflux of Hunger

in 10T: Shadow Emissary + Conflux of Hunger
