The two crew boxes just say "available at Gen Con" in the magazine and the Rider is just "in the summer", do we know any more than that? Mr. Cooper is a varient Colette, with exactly the same rules just different more exclusive sculpts. He will only ever be available during special sales events as long as supplies last, if they follow their normal pattern from years previous. Colette's box, no idea when the official release date is.
