Can "Shrug Off" be used to rally?

I'm inclined to say no, but I can't find anywhere in the Rules Manual that says whether or not having to rally is a condition. I don't think it is because losing a morale duel doesn't impose the "shaken" condition or some such. You lose the duel, and then you must take certain actions.

However, this has come up in a game and I thought I'd ask to make sure. I play Perdita and wouldn't want to deprive myself of a powerful ability by not asking.

Also, are there any models/powers that interact with the falling back/rallying rules in an interesting way? For instance, is there a model that auto-rallies? If not, it does seem like some empty design space. A good mercenary model that auto-rallies would be quite popular against Pandora.

I believe it's been ruled before that falling back is not an effect, along with having wounds and being dead, meaning they can't be shrugged off. Ill see if I can find the thread for you.

No it can't Falling Back is not an Effect. So Shrug off can't remove it. From the FAQ.

Q. What is not considered an effect?

A. The following are not effects:

  • Models
  • Anything printed on a model
    (although they may generate effects)
  • Terrain
  • Markers/Counters/Tokens
  • Wounds
  • A Model’s State
    (Model states include: Falling Back, Killed, Sacrificed, Buried)
