I'm inclined to say no, but I can't find anywhere in the Rules Manual that says whether or not having to rally is a condition. I don't think it is because losing a morale duel doesn't impose the "shaken" condition or some such. You lose the duel, and then you must take certain actions.
However, this has come up in a game and I thought I'd ask to make sure. I play Perdita and wouldn't want to deprive myself of a powerful ability by not asking.
Also, are there any models/powers that interact with the falling back/rallying rules in an interesting way? For instance, is there a model that auto-rallies? If not, it does seem like some empty design space. A good mercenary model that auto-rallies would be quite popular against Pandora.
