Once per turn spells (Obey/Ice pillars)

I remember seeing a question on ice pillars asking that if 1 model fails to make the CC value, can another cast it later. I recall the answer being Yes because it was never actually cast, only attempted. But I can't find the official answer anywhere.

Now I'm asking if a model tried to cast Obey, and fails (not making the CC value), can they spend a second AP to try again, because it was not successfully cast. We've been saying yes, because the Min CC value was not met. But I'm hoping for something a bit more official to confirm this.

Personally I only consider it successfully cast if the CC value was made, regardless if it was resisted. (look up surge trigger).

Does anyone know of any concrete ruling any place?

You're right, a spell is only cast when all of te casting requirements are met. That would be the flip and any tokens, counters, sacrifices etc needed. As you say, the resist does not matter.
