If that is right, then they won't stack. Likewise if you are in base contact with Snowstorm and behind a fence, you will only get the cover modifier once. I thought if it's from different sources it does stack, ie a Silurid doing Cameleon in a wood would receive soft cover from wood and also from Cameleon granting him a double negative against ranged attacks? So look written that way, cover is the item and so any other cover is still cover and since it has the effect it doesn't stack. That is not exact rules wording but the logic is implicit in the rule book you can only be impacted by soft cover or hard cover. I don't know snowstorm but if one ability gives neg twist to ranged attacks and the other grants cover that would stack, but silrud in forest only has soft cover not covers, and even further if silrud is behind a ht one rock wall it is affected by hard cover not hard and soft.
