If he moved earlier in the turn can he still shoot, or if you shoot with the obey can he activate and move afterwards? If yes to the above, does he still get benefit from goggles? Obey is not an activation; therefore, you can make him shoot or move with Obey. As regards to Raspi, Hans is the one drawing LoS, so any ability Hans has that affects LoS, would affect LoS in casting the spell. Goggles would be used.
