Incite/pacify

I played in a friendly game the other night against a friends Pandora crew. He was using Incite and Pacify on my already activated models to move Pandora around the table. I was just wondering if it was legal to target already activated models for that ability?

There is nothing in the spell that prevents it from being cast on a model that has already activated. It just prevents you from casting Incite or Pacify on the same model twice in one turn. Those models that have already activated just loose incite or pacify at the end of the turn in the closing phase, and suffer the damage from the Wp dual.

Thanks to everyone for the quick answers! I figured that was the correct answers and we played that way through the game. Just needed the clerification is all.

Remember that Pandora can only use ONE of them per turn, they are both 0 actions and as she is not instinctual she can not use both (for example, where you successfully resist incite, he can not then try to use pacify)
