Pull Strings - once per turn?

The Marionette's Pull Strings action, is it once per turn per model, or once per turn per crew?

It says "once per turn", and we usually played it as once per turn per model, so if a Marionette somehow got reactivate it could not use it again. Were we correct, or is this supposed to be more restrictive (I doubt it though, since it would limit Collodi's crew too much)?
