I feel like 30 keeps the pacing of the game better and makes crew selection a bit more crucial, but 35 is where you get full use of your higher ss models. Oh the choices! Because you have to choose, can't bring all the toys and it makes it both more challenging and more fair. The less experienced/equipped community is, the lower the number should be - as low as 15SS if you want to do a "Starting-box-only" tournament. 2. Casual play - 40SS Because only at this size you can fit all the toys and create some really original & themed crews. Also it allows for longer games.
