Would love to know how this one works out, because we had a similar question come up this weekend regarding the Hooded Rider and Disengaging Strikes when he's in his Midnight Mode (models hit by his saber strikes cannot target the Hooded Rider during their next activation).

Well, I think this one is clear. A disengaging strike does not occur during the hit model's activation, so it should be able to target the Rider freely.

As for the original question,

Models cannot simply move past enemy models without risking an attack. To represent this, the moment a moving enemy model would leave a model's longest melee range, that model may interrupt the enemy's move and attempt to block it by making one melee Strike...

Seems pretty clear that it's a standard strike, which includes targeting, and all appropriate targeting restrictions and rules would apply.
